Analysis of the opportunity to develop the project (pre-development phase): business case containing: location analysis, grid connection options, estimated investment cost, evaluation of project technical characteristics, estimated annual production, number of operating hours, NCF, schedule of development stages, evaluation of market opportunities, preliminary financial analysis.
Preliminary layout: wind/solar/BESS proposal considering land availability, preliminary estimation of installed capacity calculation.
Assistance to Beneficiary in contracting the solar / wind study services. Layout optimization considering Romanian legislative restrictions .
Obtain preliminary approval of wind project layout from the wind turbine manufacturer and obtain non-binding TSA offers.
Elaboration of Project Schedule for the full RtB authorization. Estimated construction and commissioning works schedule.
Assistance/obtaining the grid connection permit and connection contract with grid operator.
Civil works permitting, coordination with other companies contracted for specific services, competent authorities in order to obtain all necessary permits for building permit issuance.
Elaboration of necessary documentation for the issuance of Set-Up License by ANRE in accordance with the legislative provisions.
Commercial and Regulatory Services / Energy Management Strategy
Analysis of the existing market and market share of the target company.
Energy sales structure analysis.
Proposal of optimum energy management strategy considering current market conditions and forecasts.
Analysis of the regulatory framework and implications on the transaction.
Preparation of a detailed report on the outcome of the analysis carried out with the integration of the reports of the other Consultants selected by Client.

Verification the nature of the rights on the land where the parks are located (land, access road, etc.
Energy – analysis of existing authorizations
Banking and Finance - check if the parks have been subject to any form of financing and/or if they are mortgaged. The information is relevant in case of sale or any form of change of control.
Environmental and Social Due Diligence Services
This will comprise a review of the project against with Rumanian and European Union EIA legislation.
The findings of the compliance assessment/ gap analysis would be presented in the form of a compliance matrix.
